What Should be in a School Emergency Plan?

The truth is, many schools have a binder on the shelf—but not a plan that’s actionable, customized, or practiced.

Below are the most common questions we hear from school administrators, and what every school should have in place.

What is a school Emergency Operations Plan (EOP), and why is it important?

An EOP is your school’s blueprint for how to prevent, prepare for, respond to, and recover from emergencies—from medical events to active threats. A well-built EOP isn’t just about compliance—it’s about saving lives and minimizing chaos during a crisis.

Who should be involved in creating or reviewing the EOP?

It shouldn’t be a one-person job. A strong EOP is built with input from:

  • Administration
  • School resource officers or local law enforcement
  • Nurses & counselors
  • Facilities & transportation staff
  • Teachers
  • Local emergency management

What key components should every EOP include?

Here’s what we always look for in a solid, working plan:

  • Threat and hazard assessment, specific to your school
  • Clear roles and responsibilities for staff
  • Lockdown, evacuation, shelter-in-place protocols
  • Reunification procedures with parents
  • Internal and external communications plan
  • Mental health support and recovery steps
  • Accessibility considerations for students/staff with disabilities
  • Training & drill schedules
  • Partnerships with local responders

How often should our plan be reviewed or updated?

At minimum: once a year. But any time you experience staff turnover, building changes, or new security tech or procedures—you need a review. Outdated plans often overlook important gaps.

Our school has a plan… but how do we know it actually works?

This is the most important question you can ask. If you haven’t trained your staff, run tabletop exercises, or tested the communication channels outlined in your plan, it may not perform when it matters. We’ve seen too many plans that sound good on paper but fall apart during real emergencies because the staff didn’t know what to do.

Can someone outside our school help with this?
